Memorandum of Understanding
The Cape Fear RPO was established in 2001 through a memorandum of understanding between the North Carolina Department of Transportation, Brunswick, Columbus, and Pender counties, and the Cape Fear Council of Governments. RPO Committee Bylaws
The governing board of the Cape Fear RPO is the Rural Transportation Advisory Committee (RTAC), a board of county and municipal elected officials from the RPO planning area. The RTAC’s bylaws outline its purpose, membership, and meeting procedures.

The Rural Transportation Coordinating Committee (RTCC) is a technical committee of staff representatives from the RPO’s counties, municipalities, rural transit agencies, NCDOT, and other regional partners that provides recommendations to the governing board. The RTCC’s bylaws outline its purpose, membership, and meeting procedures.
