2024 Emergency Solutions Grant (ESG) Competition

About:

The NC Department of Health and Human Services - Division of Aging and Adult Services is the grantee of NC Emergency Solutions Grant funding. Each Continuum of Care is eligible to apply for their fair share allocation of these funds. The ESG grant funds are available for Emergency Shelter Operations, Emergency Shelter Services, Street Outreach, Rapid Re-Housing Financial Assistance, Rapid Re-Housing Services, Homelessness Prevention, and Homeless Management Information Systems.

NC DHHS Request for Applications:

On Tuesday, June 11th, the North Carolina Department of Health and Human Services (NC DHHS) posted its public notice requesting applications for Emergency Solutions Grant funding. The CFHCoC had posted the anticipated timeline on June 16th. All agencies interested in applying must read the announcement, timeline, and other information provided by the NC DHHS and the CFHCoC. 


NC SHHS Grant Applications: ESG FY24-25 Public Notification

NC DHHS has published the FY24-25 Grant Application for use by Applicants applying for Emergency Solutions Grant (ESG) Funding. Completed Grant applications are due to the CFHCoC by July 14th for review and scoring. 

Applicants who did not apply for or DID NOT receive funding int he FY23-24 competition are considered new applicants, even if they applied in the past and were funding. Applicants who were funded in the FY23-24 competition are returning applicants. 

The application is broken into sections. All applicants may apply for multiple projects on one application. The Ranking Committee will evaluate each project including on an application.

FY24-25 Continuum of Care Notice of Funding Opportunity

The U.S. Department of Housing and Urban Development's HUD Office of Special Needs Assistance Programs (SNAPS) has posted the Notice of Funding (NOFO) for the Fiscal Year (FY) 2024-2025 Continuum of Care Competition and the Renewal Replacement of Youth Homeless Demonstration Program grants on Grants.gov and will be available on the Funding Opportunities page on HUD's website. Additional resources will be available on the Continuum of Care Program Competition page of HUD's website. 

The application and selection process for the FY2024 funds awarded through this NOFO will proceed much like it has in prior-year competitions. However, COCs are only required to submit one CoC application that will be applicable to both FY 2024 and FY 2025 funds. Additionally, projects that are awarded FY 2024 funds may be eligible for award of FY 2025 funds using their FY 20245 application submission and are not required to apply for renewal for FY 2025 funds. Projects that did not meet the eligibly criteria to renew in FY 2024 but are eligible for FY 2025 renewal funding must submit a renewal application by the FY 2025 application submission deadline established in the NOFO.
